It sound like typical extortion, start of small to see if you are willing to pay even though you know it is not right, and then go for the big bucks. just don't budge. You may want to get her served with a restraining order, if she trys to go to your work or home adress then you can have her arrested. I am willing to bet this is not her first time doing this to someone, she probably has multiple complaints or reports against her. You don't have to admitt to the illegal side, chances are if you don't tell them, she won't either.
